A bill to amend title 28, United States Code, to allow certain civil actions against the United States to be prosecuted in the district courts of the United States.

Directs that United States district courts shall have original jurisdiction, concurrent with the Court of Claims, over civil actions against the United States based upon a contract of guarantee under the Emergency Livestock Credit Act of 1974.
