Amends the Tariff Act of 1930 to authorize appropriations for the United States International Trade Commission for fiscal year 1978, and for each fiscal year after September 30, 1977.
Revises the procedures for the appointment of the chairman and vice-chairman of the Commission. Extends the terms of office of the chairman and vice-chairman to two years. Prohibits a commissioner from engaging in any outside business. vocation, or employment.
Permits the Commission to function notwithstanding vacancies. Authorizes the chairman to take certain administrative actions.
Amends the Tariff Act of 1930 to authorize the Secretary of the Treasury, the Secretary of Commerce, and the United States International Trade Commission to establish the comparability of statistics on imports with programs for international harmonization of trade statistics as well as domestic production statistics programs.
Directs the Commission to submit reports on synthetic organic chemicals until 1981.
