Amends the National Forest Management Act of 1976 to alter the procedures for timber sales from National Forest System lands. Continues to require the Secretary of Agriculture to monitor bidding patterns involved in the sale of trees and forest products. Eliminates the requirement of sealed bidding and permits the Secretary to: (1) alter the bidding methods within areas where possible or suspected collusive bidding practices are occurring, and (2) take other actions as deemed necessary to eliminate such practices.
