National School Lunch Act and Child Nutrition Act Amendments

National School Lunch Act and Child Nutrition Act of 1966 Amendments - Amends the National School Lunch Act to authorize appropriations through fiscal year 1982 for assisting States in providing nonprofit food services for children in the summer food service program.

Establishes eligibility criteria for participating local sponsors of such program. Requires States wishing to participate in the summer food service program to submit a management and administrative plan.

Imposes criminal penalties for certain abuses of the program. Amends the Child Nutrition Act of 1966 to provide additional payments for free or reduced breakfasts at schools in severe need. Directs States to establish eligibility standards for such assistance.
