Federal Reserve Act Amendments - Amends the Federal Reserve Act to require, beginning February 1, 1982 the Chairman and Vice Chairman of the Board of Governors of the Federal Reserve System when appointed by the President, whether for a new term or to fill a vacancy in an unexpired term, to be confirmed by the Senate.
