A bill to authorize appropriations for the U.S. Coast Guard for fiscal year 1978.

Authorizes appropriations for the Coast Guard for fiscal year 1978.

Sets forth the authorized end strength for active duty personnel and prescribes the average military student loads for the Coast Guard for such fiscal year. Stipulates that the obligated balances against appropriations for use by the Coast Guard for operation and maintenance and Reserve training purposes for the two preceeding fiscal years shall be merged with the current appropriations.
