A bill to amend the National Environmental Policy Act of 1969 to provide for the judicial review of environment impact findings made by Federal agencies.

Amends the National Environmental Policy Act of 1969 to require Federal agencies to set forth specific environmental impact findings which shall be subject to review in appropriate Federal circuit court of appeals in accordance with prescribed criteria.
