Amends the Commercial Fisheries Research and Development Act of 1964 to authorize appropriations to the Secretary of Commerce for fiscal years 1978, 1979, and 1980 to carry out State research and development projects under this Act.
Directs the Secretary to give preference in providing funds to those States in which there is a commercial fishery failure or serious disruption affecting future production due to a resource disaster arising from natural or undetermined causes.
