Amends the Disaster Relief Act to extend the authorization of appropriations thereunder through fiscal year 1980.
Amends the Flood Control Act to authorize the Secretary of the Army, upon application by a farmer, rancher or political subdivision in a distressed area, to construct a well or transport water for the assistance of such farmer, rancher or subdivision. Requires the farmer, rancher or subdivision to pay the United States for the reasonable cost of constructing the well.
