Imposes specified separate penalties for disclosure of classified information to unauthorized persons by an individual who had possession or obtained such information as a Federal public servant.
Stipulates that persons receiving classified information shall not be subject to prosecution under this Act.
Specifies defenses to prosecutions under this Act, including (1) that the defendant had exhausted review procedures and the information was not properly classified, (2) that there did not exist at the time of the offense an independent classification review agency, and (3) that the information was communicated only to Congress pursuant to lawful demand.
