A bill to amend title III of the Bankhead-Jones Farm Tenant Act, as amended, to increase the amount of any loan for which funds may be appropriated without prior approval of such loan by congressional committees.

Prohibits appropriations for any resource conservation and development loan in excess of $500,000 (presently $250,000) under the Bankhead-Jones Farm Tenant Act, without prior approval of the Committee on Agriculture and Forestry of the Senate and the Committee on Agriculture of the House of Representatives.

Extends the loan-making power of the Secretary of Agriculture to include loans for the conservation, development, and utilization of water for aquaculture purposes.
