A bill to provide that any increase in rates of pay for Members of Congress may take effect only if, in the last completed fiscal year, expenditures of the United States did not exceed receipts of the United States.

Amends the Federal Salary Act of 1967 and the Legislative Reorganization Act of 1946 to permit any increase in rates of pay for Members of Congress to take effect only if expenditures of the United States in the last completed fiscal year did not exceed receipts.

Subjects any increase in the rate of pay for the Vice President to the same condition.
