Amends the American Folklife Preservation Act to authorize appropriations for fiscal years 1979, 1980, and 1981.
Stipulates that a Presidential appointee to the Board of Trustees for the American Folklife Center be entitled to serve only during the time such appointee remains an official with a department or agency related to folklife concerns.
