Amends Title II (Old-Age, Survivors, and Disability Insurance) of the Social Security Act to provide for the continuation of benefit entitlement through the month of death (or through the month of the insured's death in the case of a dependent), unless the continuation of entitlement (and the consequent delay in survivor entitlement) would result in a reduction in the total benefits to which all persons are entitled for such month on the basis of the insured's wages and self-employment income.
