A bill to amend the Federal Salary Act of 1967 and the Legislative Reorganization Act of 1946 to provide that adjustments in the pay for Members of Congress may not take effect unless specifically approved by each House of the Congress.

Amends the Legislative Reorganization Act of 1946 to prohibit cost-of-living pay adjustments for Members of Congress from taking effect unless specifically approved by resolution by both Houses of Congress.

Amends the Federal Salary Act of 1967 to make the recommendations of the President with respect to the rates of pay for Members of Congress effective only upon a resolution by Congress approving such recommendations.
