A bill to amend part B of title IV of the Higher Education Act of 1965 to limit the half-cost restriction on certain insured loans to first-year students.

Amends the Higher Education Act of 1965 to allow second, third, and fourth year undergraduate students to have certain loans insured in excess of 50 percent (up to $2,500) of the estimated cost of attendance.
