Amends the Foreign Assistance Act of 1961 to authorize the President to furnish energy production and conservation assistance to developing countries, including solar, wind, and water projects. Authorizes consultative visits by the Energy Research and Development Administration to design such projects.
Authorizes the President to carry out studies to identify the energy needs, uses, and resources of various countries and regions, with special emphasis on the transfer of energy technology. Requires that $10,000,000 of appropriations for development assistance for fiscal year 1978 be spent only for these purposes.
