A bill to amend title 28 of the United States Code to change the procedure for the removal of certain State criminal cases to the Federal courts.

Amends procedures for removing State criminal actions to Federal court to require, absent good cause, that the removal petition be filed within ten days of arraignment. Directs a United States district court, upon receiving a criminal removal petition, to promptly examine to and, if it is not appropriate for summary dismissal, conduct an evidentiary hearing.
