A bill to amend title 18 of the United States Code to provide a procedure for obtaining search warrants on the basis of oral testimony.

Amends the Federal Rules of Criminal Procedure to authorize issuance of a search warrant upon sworn oral testimony, communicated by telephone otherwise, of a person not physically present before a magistrate if the magistrate is satisfied that probable cause exists.
