A bill to transfer from Federal to State courts jurisdiction to enter decrees requiring the transportation of students or teachers to carry out a plan of racial desegregation.

Removes the jurisdiction of any Federal court to enter a decree requiring the transportation of students or teachers to carry out a plan of school desegregation, and vests such jurisdiction in the State courts (and in the case of the District of Columbia and any United States territory in such Federal courts exercising essentially local jurisdiction).

Limits the appellate jurisdiction of the Supreme Court in such cases to writs of certiorari from the highest State or territorial court.
