A bill to amend the Arms Control and Disarmament Act in order to extend the authorization for appropriations.

Amends the Arms Control and Disarmament Act to authorize the Director of the United States Arms Control and Disarmament Agency to arrange research in the field of arms control and disarmament by institutions or persons of any country.

Amends such Act to authorize a specific appropriation for fiscal year 1978 and such sums as may be necessary for fiscal year 1979 to carry out the purposes of such Act.
