Amends the Federal Food, Drug, and Cosmetic Act to allow cancer-inducing additives to be used for human consumption if the Secretary of Health, Education, and Welfare has determined that the benefits of such food additives' availability outweigh its dangers.
Permits the Secretary to promulgate specific restrictions on the use of such food additives.
Deems saccharin a safe food additive until the Secretary declares it unsafe under the provisions of this Act.
