Amends Title XVI (Supplemental Security Income for the Aged, Blind, and Disabled) of the Social Security Act to exempt residents in nonmedical shelter care facilities from the prohibition against payments to individuals in public institutions. Requires that the States certify that the residents placed in such facilities are ambulatory, needing only minimum supervision, and that the amount of State supplementation is not less than $100 per resident per month.
