A bill to authorize the Administrator of the National Aeronautics and Space Administration to conduct research and development programs to increase knowledge of tornadoes, hurricanes, large thunderstorms, and other types of short term weather phenomena, and to develop methods of predicting, detecting, and monitoring such atmospheric behavior.

Authorizes the Administrator of the National Aeronautics and Space Administration to: (1) conduct research and development programs on the nature, forecasting and detection of short-term weather phenomena, and on ways of disseminating information, concerning such weather conditions, to the public; and (2) prepare a plan for the establishment of an Office of Short-Term Weather Phenomena.

Requires the Administrator to coordinate all such activities with the National Oceanic and Atmospheric Administration. Authorizes appropriations not in excess of $10,000,000 to carry out the purposes of this Act.
