Amends the Federal Food, Drug, and Cosmetic Act to deem a food additive unsafe it it is found, after tests which the Secretary of Health, Education, Welfare determines appropriate for the evaluation of the safety of food additives, to induce cancer in man or animal.
Directs the Secretary to consider certain factors as relevant in determining the appropriateness of such tests.
