A bill to limit the power of the President to affect the Veterans' Administration in reorganization plans transmitted to the Congress under chapter 9 of title 5, United States Code.

Prohibits the President under any executive reorganization plan from transferring to or consolidating with another agency or abolishing the Veterans Administration or all or part of the functions of such agency.
