Requires the Administrator of the Environmental Protection Agency, in cooperation with the Secretary of the Interior, to promulgate regulations which must be complied with before any large-scale killing of birds or mammals shall be permitted. Prohibits any such killing until an environmental impact statement has been approved.
Prohibits the eradication or suppression of certain animals injurious to agriculture or to other animals until an environmental impact statement has been approved by the Administrator and the Secretary.
