A bill to amend the Public Health Service Act to authorize appropriations for fiscal year 1978 for health planning and related programs.
Amends the Public Health Service Act to authorize appropriations through fiscal year 1978 for: health systems agencies; State health planning and development agencies; centers for health planning; construction of State medical facilities; area health services development; health services, research, evaluation, and demonstration activities supported by such Act; and the National Center for Health Statistics.
Amends the Social Security Act to prohibit reimbursement to a State for Medicaid expenditures unless services were provided by an entity which: (1) is a health maintenance organization; and (2) less than one-half of the membership consists of individuals who are recipients of Medicaid or Medicare.
Extends to September 30, 1977, the authorizations of appropriations for grants to health maintenance organizations.
Authorizes assistance to public entities desiring to be designated as health systems agencies.
Includes as gross income, for purposes of the Internal Revenue Code of 1954, any interest paid on a loan to a State for medical facilities after such facilities are sold by the Secretary of Health, Education, and Welfare.
Includes American Samoa and the Trust Territory of the Pacific Islands within the definition of "State," for purposes of this Act.
