Amends the Fishery Conservation Zone Transition Act to give Congressional approval to the Reciprocal Fisheries Agreement between the United States and Canada and to make such Agreement effective during the period beginning March 1, 1977 and ending December 31, 1977.
Permits vessels and nationals of Canada to fish within the fishery conservation zone, and for certain species and resources beyond such zone, in accordance with the Agreement.
Exempts certain fishing by vessels and nationals of Canada from the requirements of the Fishery Conservation and Management Act of 1976 relating to foreign fishing and international fishery agreements.
