A bill to establish Federal insurance for medical malpractice claims made against hospitals with 100 beds or fewer.

Directs the Secretary of Health, Education, and Welfare to establish and carry out a medical malpractice insurance program which will enable qualified hospitals with one hundred beds or fewer to purchase insurance against the portion of losses arising from medical malpractice claims which exceed $1,000,000.

Authorizes the appropriation of such sums as may be necessary to carry out the medical malpractice insurance program.
