Requires that substitute postal employees be given credit for retirement purposes for services performed in excess of 40 hours per week before the effective date of the Federal Employees Salary Act of 1965, provided that the employing agency deducted, for purposes of retirement, amounts from the compensation paid for such service. (Amends 5 U.S.C. 8332)
