A bill to amend the Housing and Community Development Act of 1974 to provide supplementary community development block grant assistance to communities with high unemployment due to adverse national economic conditions.
Countercyclical Community Development Employment Assistance Act - Amends the Housing and Community Development Act of 1974 to authorize the Secretary for Housing and Urban Development to make supplemental grants to metropolitan cities, urban counties and nonurban counties with high unemployment rates to finance community development and similar activities, the total amount of such assistance to be dependent upon the national unemployment rate.
Sets forth guidelines for allocating funds appropriated for grants under this Act.
