States that whoever, in the District of Columbia, and with intent to appropriate merchandise to his own use, (1) removes merchandise from its place of display or storage, (2) obtains merchandise by charging it to another person without that other person's consent, or by charging it to a fictitious person, (3) alters or removes a label or price tag, or (4) transfers merchandise from its container to another container, shall be guilty of shoplifting. Sets forth penalties for violation of this Act.
