Authorizes the Secretary of Health, Education, and Welfare to make grants to States in order to assist in the development of programs to provide energy stamps to certain low-income households in order to assist such households in meeting residential energy costs.
Stipulates that the Federal share of the cost of any eligible program under this Act shall be 90 percent. Prescribes eligibility criteria for State programs.
Establishes procedures governing administrative hearings and judicial review in cases where the Secretary finds a State plan to be not in compliance with the criteria prescribed by this Act.
