A bill to amend the Federal Water Pollution Control Act to eliminate certain restrictions on the system of user charges any owner or operator of a publicly owned treatment works may impose on the recipients of waste treatment services.

Amends the Federal Water Pollution Control Act to delete the requirement that a proportional share of the costs of federally assisted municipal private treatment works be borne by industrial users. Authorizes applicants for construction grants to satisfy the user charge requirement by demonstrating that operation and maintenance costs will be recovered. Deletes the requirement the recipients of construction grants retain a share of revenues from such project for future expansion and reconstruction purposes.
