Directs the Administrator of Veterans' Affairs to pay a pension to each veteran who served in the active military, naval, or air service at any time during World War I and who is not eligible for a non-service connected disability pension.
Directs the Administrator to pay medical services costs required outside Veterans' Administration facilities if travel to such facilities would be a burden for the veteran.
Provides for survivor pensions for the widows of such veterans.
