Imposes a minimum and increases the maximum sentence for distribution of narcotic drugs and hallucinogens other than marijuana, peyote, and mescaline. Prohibits the granting of a probationary or suspended sentence with respect to such a crime.

Eliminates the additional sentence for distribution of such a substance to a person under 21 years old.
