Amends the Social Security Act to provide that there shall be no reduction in benefits, aid, or assistance in the following programs because of post-1974 cost-of-living increases in monthly social security benefits: (1) Old-age, survivors, and disability insurance; (2) aid to families with dependent children; (3) Veterans' Pension Act of 1959; (4) food stamp program; (5) low-income housing under the United States Housing Act of 1937; or (6) any other aid or assistance in any form under a Federal program, or a State or local program financed in whole or in part with Federal funds.
