A bill to amend title II of the Social Security Act to provide that increases in monthly insurance benefits thereunder (whether occurring by reason of increases in the cost of living or enacted by law) shall not be considered as annual income for purposes of certain other benefit programs.

Amends Title II (Old-Age, Survivors, and Disability Insurance) of the Social Security Act to prohibit the inclusion of increases in monthly benefits under such Title as annual income for the purpose of determining eligibility for benefits, or the amount of benefits payable, under specified Veterans' benefits programs.
