A bill to reestablish the period within which the President may transmit to the Congress plans for the reorganization of agencies of the executive branch of the Government.

Requires that any plan for reorganization of the Executive Branch submitted by the President to Congress specify the improvements in management, delivery of Federal services, and increases in efficiency in Government operations which are expected to result from such reorganization. Permits the President to amend any such plan at any time during the 30-day period during which such plan is in committee without affecting the time limits otherwise applicable to congressional consideration of such plan. Permits any such plan to deal with more than one logically consistent subject matter and permits submission of such plans under present law until four years after the enactment of this Act.
