Amends the Older Americans Act of 1965 to direct area and State agencies which administer or supervise State and community programs on aging pursuant to such Act to employ personnel adequately trained in the field of aging to deliver specified services to the aged including the following: (1) health, continuing education, welfare, informational, recreational, homemaker, counseling, or referral services; and (2) services designed to assist older persons to use services available to them, to obtain adequate housing, and to avoid institutionalization.
Authorizes grants to institutions of higher education to assist such institutions in planning, developing, and carrying out programs designed to apply the resources of higher education to the problems of the elderly including: (1) programs focusing on transportation and housing problems of elderly persons living in rural and isolated area; and (2) programs to train individuals in delivering social services to the elderly.
