A bill to amend title 5, United States Code, to require the heads of the respective executive agencies to provide the Congress with advance notice of certain planned organizational and other changes or actions which would affect Federal civilian employment.

Requires the heads of Federal agencies to notify Congress 180 days in advance of taking planned organizational or other changes which will cause the transfer of a substantial number of Federal employees or eliminates the possibility of further employment of such employees without reduction in grade.
