Title I: Small Business Act Amendments - Empowers the Administrator of the Small Business Administration to make loans to assist any small business concern in financing plant construction and equipment acquisition for the production, installation, or maintenance of solar energy equipment or other energy conservation equipment. Permits the Administration to make grants to non-profit organizations for the establishment of training seminars that teach small business concerns methods for design, installation, and maintenance of solar energy equipment.
Title II: Federal Nonnuclear Energy Research and Development Act of 1974 Amendments- Establishes within the Energy Research and Development Administration an Office of Invention and Innovation to evaluate proposals submitted by any individual or small business concern for the development of an energy-related invention and to provide grants for the development of such invention.
