A bill to establish a National Court of Appeals.
National Court of Appeals Act - Establises a National Court of Appeals to be composed of a Chief Judge and six associate judges.
Grants the Court jurisdiction over (1) cases referred to it by the Supreme Court and (2) cases transferred to it by a court of appeals, the court of claims, or the court of customs and Patent Appeals. Permits the court to decline to decide any case referred to it by the Supreme Court, unless directed otherwise by the Supreme Court, or any case transferred to it.
Provides for Supreme Court review of any case in the National Court of Appeals by means of a writ of certiorari.
