A bill to make the use of a firearm to commit certain felonies a Federal crime where that use violates State law.

Applies penalties for using or unlawfully carrying a firearm during the commission of a Federal felony to unlawful use or carrying of an explosive or other destructive device and to unlawful use or carrying of a firearm or destructive device during the commission of a State felony.
