Terminates all price-support programs for tobacco beginning with the 1978 crop. Prohibits the payment of any export subsidy to any person under the Agricultural Trade Development and Assistance Act of 1954 (Public Law 480 - Food for Peace) for the export of tobacco to any foreign country after December 31, 1978.
