Amends Title II (Old-Age, Survivors, and Disability Insurance) and Title XVIII (Medicare) of the Social Security Act to provide full benefits at age 60 when based upon the attainment of retirement age. Allows reduced benefits at age 57. Sets the minimum primary benefit rate for old-age, survivors, and disability benefits at $150 a month.
