Amends the Federal Water Pollution Control Act to authorize the Administrator of the Environmental Protection Agency to accept certification by State water pollution control facilities of responsibility for treatment projects within such State.
Authorizes financial assistance to State programs so certified in an amount not to exceed two percent of the Federal allotment for waste treatment works projects.
