A bill to require that salaries of Members of Congress cannot be increased administratively under other provisions of law unless such increases are approved by both Houses of such Congress and then only if such increases first take effect in the following Congress.

Requires that any increase in rates of pay for Members of Congress occurring through administrative action be specifically approved in a resolution adopted by each House of Congress before such increase may take effect.

Prohibits any such increase from taking effect before the first day of the Congress beginning after the Congress during which such resolution is adopted.
