A bill to amend chapter 4 of title 23, United States Code, to authorize the Secretary of Transportation to make incentive grants to any State which uses certain information relating to auto safety devices in its procedure for the issuance of motor vehicle operating permits.

Directs the Secretary of Transportation to compile information on motor vehicle safety devices and to make such information available to the States. Stipulates that such information shall contain statistical data on the difference in severity of automobile injuries based on the use or nonuse of such safety devices.

Authorizes the Secretary to make incentive grants to a State which uses such information as part of its procedure for issuing motor vehicle operating permits.

Authorizes appropriations out of the Highway Trust Fund of $5,000,000 for each of the fiscal years 1978 and 1979 to carry out such grant program.
